Add `sacctmgr_commands.log`

There is no information on executed sacctmgr commands.

It would be good to have another log file i.e. /var/log/sus1/sacctmgr_commands.log in which one could find logs like: DATE executing "sacctmgr add user foo bar".

By having that, debugging would be much easier than reading documents from sane-api.
